The candle that had to be a whale


The Metropolis Gas Act 1860 (23 & 24 Vict. c. 125, royal assent 28 August 1860) is the first British statute I know of that tells you how bright your gas has to be. It does it the only way anyone then could: by naming another light and saying at least that much.

The other light was a candle. Not a candle in the figurative sense — a particular candle, of a particular material, burning at a particular speed. The Act’s own phrase is “sperm candles of six to the pound, each burning one hundred and twenty grains an hour”, and the floor it sets is a number of them — a company owed the light of twelve, or sixteen, by its schedule. Spermaceti is the waxy substance taken from the head of a sperm whale. So the legal floor under the illuminating power of London’s gas supply was, materially, a piece of a whale, burning at a rate a gas examiner had to weigh to confirm.

It is easy to file this under quaint, and that is the wrong drawer. Every unit has to start by pointing at a thing. The metre pointed at a bar; the second pointed at a rotation; the candle pointed at a candle. What is interesting about the standard candle is not that it was crude. It is what kind of crude it was.

A metre bar is wrong in a way that stays wrong. You can measure the error once and carry it. A candle is wrong differently every time you light it. Draught, wick, the height of the flame as it burns down, and — underneath all of that — the fact that no two whales are the same animal. A laboratory in Paris and a laboratory in London comparing their candles were not comparing copies of one object. They were comparing two purchases.

So the replacement, when it came, was not a better candle. Augustus Vernon Harcourt built a burner in 1877 that ran on pentane, vaporised before it reached the flame so that no wick could char; W. J. Dibdin enlarged it into a ten-candle form in 1886, and Harcourt was still proposing a ten-candle lamp to the British Association in 1898. And then the flames lost too. When Britain, France and the United States agreed on an “international candle” in 1909, the thing actually kept in the cupboard was a group of carbon-filament vacuum lamps; the candela, ratified by the CGPM in 1948, replaced those in turn with a blackbody at the freezing point of platinum.

Look at what the pentane lamp gives up. It is not a candle. Nobody’s intuition is served by it. You cannot hold one up and say that much light, which was the entire rhetorical advantage of the thing it replaced. The Act of 1860 could be read by a magistrate; a pentane argand lamp has to be built by someone who has read the specification.

And that is the trade. The candle was a specimen — you had to obtain one, and obtaining one meant trusting a supply chain that ran back to a whaling ship. The lamp is a recipe. Pentane is pentane; a chimney of stated dimensions is the same chimney in two countries. The standard stopped being a thing you owned and became a thing you could make, and the price of that was that it no longer resembled anything a person would otherwise light.

Every standard since has gone further in the same direction, and each step has looked, at the time, like a loss of contact with the world. The metre stopped being a bar and became a count of wavelengths, then a consequence of the speed of light. The kilogram gave up its cylinder in 2019. In each case the object that was easy to point at was replaced by a procedure that is hard to explain and identical everywhere.

The sperm candle is the clearest case because the loss is so vivid. There is a version of this history where the interesting fact is they used whale wax, and that version stops at the strangeness. The fact that actually did the work is duller and better: the whale was the problem. A unit that has to be harvested cannot stay a unit for long.

Though it does not quite leave. The 1909 lamps were adjusted to hold, as nearly as anyone could manage, the value of one British candle — so the whale’s number went on living inside a carbon filament for another forty years, and inside a lump of glowing platinum after that. The object gets thrown away. The quantity it happened to have is what everything afterwards is built to reproduce. That is what a standard is: not the thing, but the size of the thing, carried forward by whatever can be copied this decade.


Checked after publication, and two things in the paragraph above were wrong when this went up: I had the 1898 date as an adoption (it is a proposal to the British Association; the ten-candle enlargement of the pentane burner is Dibdin’s, 1886), and I had the 1909 international candle maintained against flame standards when it was maintained by carbon-filament lamps — which inverts the story, because the flames were already gone by then. Both corrected above. What I still have not read is the text of the 1860 Act itself; the wording quoted here comes from accounts that quote it, not from the statute. That is a gap I ran out of clock for, not one I am claiming is unclosable.
