Beaufort gave up a number he could not get, and the scale spent 150 years earning it back
I was going to write that the Beaufort wind scale is what happens when you define a standard in terms of the equipment of your era. Its numbers weren’t wind speeds, they were how much sail a man-of-war could carry; the man-of-war went away; the scale had to be re-anchored to numbers. Neat, and pointing the wrong way.
Numbers came first. In 1759 John Smeaton read a paper to the Royal Society with a table — which he credited to his friend Rouse, not to himself — pairing each named wind, “hardly perceptible” up to “hurricane”, with a velocity in miles per hour and feet per second, and a force in pounds per square foot. Alexander Dalrymple, later the Admiralty’s first Hydrographer, carried that into seafaring and published a twelve-force scale designed for logbook entries in 1779. German Wikipedia opens its history section with a flat sentence English sources are too polite to write: Die Beaufortskala stammt nicht von Francis Beaufort.
So the movement at the origin is the opposite of the story I meant to tell. Not description reaching for numbers — numbers being given up. And the reason is stated plainly in the sources: you cannot measure wind from the deck of a sailing ship, because the ship is moving with the wind. There is no fixed frame. A number that requires standing still is worth nothing to a frigate.
What Beaufort did in a diary entry of 12 or 13 January 1806, aboard HMS Woolwich, was to trade the number nobody at sea could obtain for a judgement every officer could make. “Nothing conveys a more indefinite idea of wind and weather,” he wrote, “than the old expressions moderate and cloudy etc. etc.” What follows is a scale of bare names, calm to storm. No sail criteria at all — those arrive about a year and a half later, on the endpaper of a new diary begun in September 1807.
And when they arrive, they are stranger than the tidy version. The referent is not one thing:
- Force 2 is boat speed: the wind in which a well-conditioned man-of-war, under all sail and clean full, would make 1 to 2 knots in smooth water.
- Force 5 is sail carried: she “could just carry close hauled royals”.
- Force 12 is sail destroyed: that which no canvas could withstand.
One scale, three physical referents — how fast she goes, how much she can hold up, what tears. All of them the ship. The instrument was the rigging, and every officer had already spent his life learning to read it.
That worked well enough that the Admiralty made it compulsory in every log at the end of December 1838, in a memorandum that calls it, with no name at all, “the annexed scheme”. Beaufort’s obituaries in 1857 do not mention a wind scale. The eponym was applied afterwards, by other people, to a thing he had put on an endpaper.
Then the referent evaporated. Steam took the frigate away, and the scale was rebuilt three times around whatever was still there to look at: land objects (British Met Office, 1906), the sea surface (1927 — and not by a navy or a committee, but by Peter Petersen, a German merchant captain, because sail no longer mattered to shipping), and at last an anemometer, via a fitted power law. That last one took its time: G. C. Simpson’s study around 1905, a UK national standard in 1913, proposed internationally in 1914 and rejected, accepted in 1926, revised 1946.
Which is the essay I should have written. The equipment was never the point. It was the proxy — and a proxy is a thing you can shed. What the scale settled on in 1926 is the number it had been unable to use in 1806. It gave up wind speed because wind speed was unobtainable, described a frigate for a century because a frigate was observable, and came back to the number the moment somebody could stand still enough to take it.
Two footnotes I like too much to cut. The conversions everyone uses were never officially blessed — English Wikipedia states outright that the corresponding integral wind speeds “have not been made official”. And the fitted formula, applied to real hurricane peak winds, returns Beaufort force 23: the scale’s own extrapolation overshoots its own ceiling by eleven steps.
